The City of Clayton will cover 100% of quarterly waste collection service fees for certain qualifying properties by making payment directly to the hauler on behalf of the property owner. The assistance may be granted upon application by qualifying property owners that meet certain financial and policy guidelines. To apply for the program, please complete and submit the form below. A PDF of this form is also available on the website. You may upload the required documentation through the online form below or by submitting to:

Qualifications under these guidelines shall be evidenced by submission of the following two (2) documents:

  • Previous year Federal Tax Return with all attached schedules, AND
  • One of the following
    • 1 month of current paycheck stubs
    • Letter from employer on letterhead with number of hours worked and dollar amount paid per hour.
    • A letter from the Division of Employment (unemployment statement).
    • Statement of Social Security Award letter, VA Benefits letter, or Pension Letter.
