Bike Share
If you find a bike that is illegally parked, you can either text or call Lime customers service at 1(888)- LIME-345. When reporting, you will need to include the plate number under the QR code.

Lime bikes can be parked at a bike rack or designated area, the sidewalk and/or a furniture zone. Please refrain from parking a bike that blocks a pedestrian or wheelchair path, access driveways, crosswalks, and loading zones.

Center of Clayton
- The City of Clayton offers an Indoor Coed Volleyball league from January through March. Women’s Micro Soccer is offered late April through July; Women’s Full Field Soccer league September through November. Both Coed & Men’s softball leagues are offered through the City of Clayton from late April through July and from September through October. Adult basketball leagues are run through Sports Monster and more information can be found at www.sportsmonster.net.
- To prove residency, persons living within the Clayton School District boundaries or who have a child attending a Clayton School District school or who own property within the Clayton School District boundaries must obtain a free Clayton Advantage Card at The Center of Clayton. Clayton residents must present a current state photo ID and a recent utility bill verifying the current address. Clayton School District Families (who do not live in Clayton) must show proof of having a child attend a school in the Clayton School District. Clayton property owners must show valid proof of owning property within the Clayton School District.

To be considered for employment, please complete the City’s employment application and return it to the Human Resources Department. Applications are also available at City Hall, 10 N. General
Yes. The City of Clayton requires that all those conducting a garage sale or other sales of merchandise on residential premises purchase a Garage Sale Permit. The permit contains all of the rules and regulations regarding garage sales. Please visit the Citizenserve Portal in order to apply: https://www2.citizenserve.com/Portal/Clayton. The fee for this permit is $1.00.
- The City has multiple employees capable of providing notary services free of charge to Clayton residents or to persons doing business with the City of Clayton. To have a document notarized, stop by the Customer Service counter on the first floor of City Hall located at 10 N. Bemiston, Clayton, MO 63105 during normal business hours. If you wish, you may call ahead (314-290-8463) to check that there is a notary available.
- The City's fiscal year is October 1 to September 30. The budget process starts in April with final budget adoption before October 1. As directed by the City Manager, City Department Directors make revenue projections and expenditure requests each year according to the department’s operational goals and the current economic conditions. The budget is presented to the Board of Aldermen over several meetings. In addition, public engagement opportunities and a public hearing are available for comments from the public. After the public hearing and any necessary changes, the Board of Aldermen vote on the budget at a public meeting. The City prepares and adopts a one-year budget with projections for two successive fiscal years.
Increasing the budget requires approval by the Board of Aldermen. Transfers of funds within a department require approval by the City Manager. Transfers between departments or between funds require approval by the Board of Aldermen, and these approvals occur quarterly.

- Yes, you can call the Public Works Administrative Secretary Daneen Schlereth at 314-290-8540 to request a copy of the plan holders list. In addition, most projects are now posted online, and bidders' lists are available at www.claytonmo.gov/vendors
- Trees located in the tree lawn area (grass between the street and sidewalk) of the public right-of-way are maintained by the Public Works department. For tree maintenance, removal, or the replacement of a dead or dying City tree, please contact the Public Works Department at 314-290-8540.
Licensing for Businesses and Merchants
The regulations governing home occupations are as follows:
- The home occupation must not employ on the premises persons not residing in the home as part of the immediate family.
- Signage consists of only one (1) non-illuminated nameplate no more than one (1) square foot in area and attached to the building.
- No mechanical equipment may be installed except that which has a normal domestic function.
- No commodity may be stored on or delivered to others from or at the premises.
- No more than twenty-five percent (25%) of the floor area of any story may be used for the home occupation.
- Home occupations offering services to the general public on the premises and causing any one (1) of the following nuisances shall be prohibited:
- Unreasonable noise.
- Offensive odor.
- Smoke on the premises.
- Having an adverse impact upon the residential character of a neighborhood, including the need for more parking or creation of additional traffic other than that which is normally created by a residential use of a property.
- Any home occupation that involves the congregation of two (2) or more non-resident employees, clients, subcontractors or other persons engaging in business activity at a dwelling unit are prohibited.
- No commercial vehicle(s) in connection with a home occupation shall be stored or parked on the public street or on the premises, except within a private garage.

- Business License Applications are available from the Finance Department located on the First Floor at City Hall or call 314-290-8442 to have one mailed or e-mailed to you. There are multiple types of business licenses: Restaurant, Merchant, Business and Occupation, Business and Occupation – Gross Receipts, and Vending Machine. The license year is July 1 through June 30 annually. Renewing applicants will receive an annual renewal packet in May.
Restaurant / Merchant / and Business and Occupation – Gross Receipts license fees are computed based on the applicant’s gross receipts - at the rate of $1.25 per $1,000.00 gross receipts with a minimum fee of $50.00. For renewing licensees, fees are based on the previous calendar year’s gross receipts. Businesses generating retail sales must present a No Tax Due letter issued by the Missouri Department of Revenue – Sales Tax Division. You may print your No Tax Due letter by logging onto the Department of Revenue website at www.dor.mo.gov/.
Business and Occupation (not gross-receipt based) license fees are the greater of a set fee schedule or $8.00 per employee. The set fee schedule may be found under the City’s Code of Ordinances Chapter 605 section 605.100.
Vending Machine licenses are charged a set fee per machine. A list of vending machine license fees may be found in section 605.100 of the Code of Ordinances for the City of Clayton. - Liquor License applications are available at the City Hall Customer Service Counter located in the first floor lobby or may be e-mailed to you by contacting (314) 290-8442. The authority to regulate the trading in and dispensing of alcoholic beverages is granted by State statutes. The manner in which Clayton regulates this trade is established by City ordinance. Upon receipt of your completed application, an investigation will be made of your background, the background of your firm and other pertinent items. A report summarizing these findings will be submitted to the City Manager, who will recommend to the Board of Aldermen to approve or deny the license. The Board will by resolution at their next regularly scheduled public meeting approve or deny the license. You or a representative of your company must be present at the meeting. Once approved, you will be notified when the license certificate and letter to the State are available for pick-up. Fees are due at this time. Liquor Licenses are renewed annually and the license year runs from August 1st to July 31st.
Q:Under what circumstances do I need to apply for a Temporary Merchant’s Permit, and how do I submit an application?
A peddler acting on behalf of a merchant otherwise licensed to do business within the City must apply for a Temporary Merchant Permit. A $5.00 fee per day will apply for a peddler acting on behalf of a merchant not otherwise licensed to do business within the City. The merchant must complete and submit a Temporary Merchant Permit application with a background check, 2"x2" color photo, copy of driver's license, and payment to the City of Clayton at the City Hall Customer Service Counter or by mail: 10 N. Bemiston Ave, Clayton, MO 63105, ATTN: Finance Department.The following items are needed to obtain a Peddler’s Permit:
- Completed Peddler’s Permit application.
- A 2x2 color photo of the individual that will be using the permit.
- A copy of driver's license or State issued I.D.
- A police background check of the person using the permit.
- License fee payment of $5.00 per day.
The following items are required to obtain a Solicitor’s Permit:
- Completed Solicitor’s Permit application.
- A 2x2 color photo of the individual that will be using the permit.
- A copy of driver's license or State issued I.D.
- A police background check of the person using the permit. No fee is required for this permit.
The above items can be mailed to the City of Clayton Attn: Finance Department 10 N. Bemiston Clayton, MO 63105 or dropped off at the service counter during normal business hours. Once the Finance Department approves the application (normally within 2 business days) the applicant will be given their permit and a No Solicit list with the addresses of homes you should not contact.
- A peddler is a person who attempts to make personal contact (during specific dates) with a resident at his/her residence without prior specific invitation or appointment from the resident for the primary purpose of attempting to sell a good or service. A "peddler" does not include a person who distributes handbills or flyers for a commercial purpose or advertising an event, activity, good or service that is offered to the resident for purchase at a location away from the residence or at a time different from the time of visit. Such a person is a "solicitor".
A solicitor is a person who attempts to make personal contact with a resident at his/her residence without prior specific invitation or appointment from the resident for the primary purpose of attempting to obtain a donation to a particular patriotic, philanthropic, social service, welfare, benevolent, educational, civic, fraternal, charitable, political or religious purpose, even if incidental to such purpose there is the sale of some good or service; or distributing a handbill or flyer advertising a commercial event or service. - The City of Clayton issues the following types of liquor licenses:
Type A
All kinds of intoxicating liquor at retail by the drink, including Sunday, $750.00
Type B
All kinds of intoxicating liquor at retail by the drink, except Sunday, $450.00
Type C
All kinds of intoxicating liquor at retail by the package, including Sunday, $450.00
Type D
All kinds of intoxicating liquor at retail by the package, except Sunday, $150.00
Type E
5% beer and not to exceed 14% wine at retail by the drink, including Sunday, $152.50
Type F
5% beer and not to exceed 14% wine at retail by the drink, except Sunday, $52.50
Type G
5% beer at retail by the drink, $52.50
Type H
5% beer at retail by the package, including Sunday, $67.50
Type I
5% beer at retail by the package, except Sunday, $22.50
Type J
3.2% beer at retail by the drink, $37.50
Type K
Intoxicating liquor at wholesale, not in excess of twenty-two percent (22%) of alcohol by weight, $300.00

Type CL
All kinds of intoxicating liquor at retail by the package, including Sunday AND special permit for wine, malt beverage and distilled spirit tastings; $487.50
Type DL
All kinds of intoxicating liquor at retail by the package, except Sunday AND special permit for wine, malt beverage and distilled spirit tastings; $187.50 - New businesses must apply for and secure a license prior to the opening of their business. Renewal business license applications are due each year by June 30 and become delinquent on August 1, at which time penalties are incurred.
Parking
If you wish to contest your parking ticket you may set a court date through the Prosecutor's Assistant in person at the Clayton Police Department, 10 South Brentwood Blvd, Clayton, MO 63105, Monday thru Friday, from 8:00 a.m. - 5:00 p.m. You must provide your driver’s license and a written request stating you wish to be placed on the court docket. The Prosecutor's Assistant will provide you with a court date of the trial. The parking enforcement officer will be summonsed to appear in court, where the judge will hear both sides of the dispute. Please note the judge can impose court fees in addition to the parking ticket fine and any late fees that were added during the time you were contesting the ticket if you are found guilty.
- Parking meters can be rented for $30 a day with a permit from the public works department. Click here for the Parking Meter Rental Application. Please note meter rentals require a minimum of 24 hour advanced notice.
The City offers parking permits to Clayton residents in certain areas of residential neighborhoods to assist with on-street parking. Decals are only issued to vehicles that are registered in the state of Missouri. Parking hang-tags will be distributed for vehicles bearing out-of-state license plates. Residents must complete the application and bring the completed application along with proof of residency and a list of license plate numbers to the Traffic Violations Bureau for all vehicles to be registered for the address to receive parking decals and visitor's hang-tags.Proof of residency is required to receive the permit(s). The following documents are accepted for proof of residency:
- Current driver's license or state ID plus one of the following that shows a current Clayton address:
- Utility, cable or telephone bill
- Property rental agreement
- Property sales agreement
- Real or personal property tax receipt
- Current driver's license or state ID plus one of the following that shows a current Clayton address:
The City offers a discount on the hourly parking rate to residents when using the PassportParking Mobile Pay App. Residents must apply and be approved for a permit through the City's permit website. A paper application can also be requested by calling 314-290-8441. Proof of residency is required to receive the reduced parking rate. The following documents are accepted for proof of residency:
- Current driver's license or state ID plus one of the following that shows a current Clayton address:
- Utility, cable or telephone bill
- Property rental agreement
- Property sales agreement
- Real or personal property tax receipt
- Current driver's license or state ID plus one of the following that shows a current Clayton address:
- There is no grace period for expired time when a vehicle is parked at a meter. Once the meter has expired, the vehicle is in violation. Meters indicate time has expired by showing "00:00" on the face of the meter and a flashing "expired" message or red image on the reverse side.
- For all parking spaces, make sure you are aware of the space time limit as shown on the parking meter or pay station sign. Most spaces allow parking for two hours. Parking longer than the allowable limit may result in a fine. Also, please keep in mind that parking at an inoperable meter may result in a ticket.
- Vehicles will only be released to a registered owner, who must obtain a tow release form from the Clayton Police Department between 8 a.m. and 4:30 p.m. The owner must complete and submit the form to obtain directions to the tow yard, where they can claim their vehicle. After 8:00 p.m., personnel will respond to a request to release a car, but a gate access fee will be charged. All tow charges, storage and access fees are payable at the tow yard. No money will be collected at the Police Department.
In parking meter zones, which are any streets with parking meters, you must park within the designated parking meter space, delineated by pavement markings. If there is not a parking meter space drawn on the ground you may not park there. You must park the vehicle entirely within the drawn space.
Certain meter spaces throughout the City are designated for compact cars only. These spaces are delineated by signs attached to the meter post. These signs may or may not have arrows indicating which space is reserved for a compact car. If an arrow is not on the sign, then both spaces, served by the meter pole, are considered reserved for compact cars.
The definition of a "compact car" as set forth in City of Clayton Ordinance 350.130 is as follows.
A sedan motor vehicle which has:
- An interior cubic volume of less than one hundred ten (110) cubic feet, and
- A height of less than sixty (60) inches, and
- Regardless of its chassis construction, is not designated by its manufacturer as a mini van, van, truck, utility vehicle, sports utility vehicle (SUV), crossover, station wagon or jeep.
We use the vehicle manufacturer's website to determine the height of the vehicle and/or the class designation. A designation by the manufacturer of a compact SUV is still a SUV, and violates the third point above.
- Please call 314-290-8551 to report a broken or malfunctioning meter/pay station. Be sure to move your vehicle to an operational meter location to avoid a parking ticket. Please remember that by reporting a malfunctioning meter or pay station, you are helping us keep the system in operation, helping your fellow motorists and preventing yourself from being issued a parking ticket.
- The parking time limits are enforced between the hours of 8:00 a.m. and 5:00 p.m. Monday through Friday. They are not enforced on weekends and on these holidays: the first (1st) day of January, the last Monday in May, the fourth (4th) day of July, the first (1st) Monday in September, the fourth (4th) Thursday in November and the twenty-fifth (25th) day of December.

Parks
- Depending on availability, fields at Shaw Park are available for rent through the Recreation Assistant at 314-290-8516. The resident day rate is $20 an hour, the corporate rate is $25 an hour and the non-resident rate is $30 an hour. The resident primetime rate is $30 an hour, the corporate rate is $35 an hour and the non-resident rate is $40 an hour. The Camp/Tournament rate is $35 an hour. Additional fees will be charged if field preparation is needed; such as dragging and lining a baseball/softball field.
Shaw Park Fields Shaw Park has 4 lighted softball diamonds and one full size soccer field.
Fields are available seasonally, Clayton Parks & Recreation and Clayton High School have priority usage. Field space is very limited. For field reservations information see our website. For adult league and youth league information see our website.
Shaw Park fields are numbered below. Fields 1, 2, 5 and 6 have lights. Field 7 is part of Clayton High School and is not available for rent through Clayton Parks and recreation.

The Shaw Park Tennis Center is a public facility with courts available for play year round. During the season when the tennis shop is open, patrons must have a membership or pay daily admission fee to use the courts. The tennis shop is open Saturdays and Sundays in April, nights and weekends in May, and daily Memorial Day through Labor Day and evenings and weekends after Labor Day until the last weekend in September. Court use is free when the tennis shop is not open or closed for the season.

Permits are not required for trimming or removal of trees located on private property; however, if tree removal coincides with construction, compliance with the City's Trees & Landscaping Regulations apply. Refer to Chapter 405 (Zoning Regulations), Article XXX "Trees & Landscaping Regulations for specific requirements.

Public Utilities
- Monday through Friday - 7:00 AM to 6:00 PM
No work is allowed on Saturdays, Sundays, evenings or holidays without an Emergency/Evening/Weekend Work Permit Applications, which may be obtained by calling 314-290-8540 or printed from the City’s website. Owners or occupants of residential properties may perform work on their own property on Saturdays and holidays from 7:00 AM to 6:00 PM. Sunday construction hours are limited to 9:00 AM to 6:00 PM as long as the noise created by the work cannot be heard past the property line.
Recycling/Trash/Yardwaste
- Christmas trees are picked at the curb through the entire month of January. All Christmas trees 6 feet and taller must be cut in half. After Jan. 31st trees will have to be cut up in 4 feet by 2 feet bundles tied and left for your regular pick up in the rear of your home.
- Yard waste is collected year round but many residents do not need it picked up every week. To provide residents with the most cost efficient and environmentally friendly yard waste pick up, the yard waste tag identifies which residents have yard waste in the rear yard for pickup. Requiring the hauler to check every rear yard would require additional labor and increases the idol time for trucks which is inefficient, expensive, and is harmful to the environment. The yard waste tag must be placed on the front door or other location that is clearly visible from the street no later then 7:00 am on the regularly scheduled yard waste pickup day. If you do not have a yard waste tag or lost your tag please contact the Public Works Department at 314-290-8540.

Your yard waste will be picked up automatically. - Yard waste is collected year round but many residents do not need it picked up every week. Your yard waste will be picked up automatically. - Recycling is available to all residents and is collected once a week. All recyclables should be rinsed. All materials are to be placed in the recycling bin that is provided by the City of Clayton. If you need an extra bin, they are available at City Hall. In Clayton, we have single stream recycling, which mean you can throw all recycling in one bin. The following is a list of items that can be recycled:
Containers: Glass, Plastic & Cans
Glass bottles and jars (Clear, Brown, Green) such as soda, beer, wine and food jars. No window glass, dinnerware or ceramics.
Plastic beverage containers such as milk, water and soda bottles.
Plastic detergent, fabric softener, margarine tubs, frozen dessert cups,six pack rings, yogurt, ketchup, and narrow neck syrup bottles.
Narrow neck plastic containers such as those for health and beauty products and household cleaners
Aluminum and metal beverage cans, trays, foil and empty aerosol cans (remove labels, trays must be clean).
Aseptic containers and gable top containers such as juice boxes and cartons.
Paper:
Newspaper, including inserts (excludes plastic sleeves)
Cardboard that will not fit in your recycling container should be broken down, bundled and placed adjacent to the recycling container, no wax board.
Kraft such as brown paper bags.
Magazines catalogs and phone books.
Chip board such as cereal, snack or gift boxes
Paper such as computer, notebook and gift wrap paper (no metal rings or binders).
Junk mail (excludes plastic cards, stick-on labels or unused stamps).
Paper back books.

Road/Street Information
Q:There is a maintenance, signal or snow/ice problem on Hanley Road, Shaw Park Drive, Big Bend Road, Forest Park Parkway or Clayton Road. Who can address these concerns?
These roads are maintained by St. Louis County; the main number for St. Louis County is 314-615-5000 or the St. Louis County Highways & Traffic website.- Monday through Friday - 7:00 AM to 6:00 PM

- Copies of birth and death certificates can be obtained through the Saint Louis Counties office of Vital Records located at 6121 North Hanley Road, Berkeley, MO 63134 or by calling 314-615-1720.
- Duplicate personal property tax receipts are available either by mail, online, at the Saint Louis County Collector of Revenue's Office in Clayton or at any of the Saint Louis County Government satellite offices. The charge for a duplicate receipt by mail or at the Collector's office is $1.00. If you need a duplicate tax receipt mailed to you, send in your request along with a check or money order for $1.00 and another receipt will be mailed to you. Be sure to include your name, address, account number (if known) and a daytime phone number, in case we have questions.
You can also get a tax receipt online at the St. Louis County's website for every year in which taxes are paid. Online receipts are free of charge. Like the duplicate tax receipts by mail or from the Collector's office, the online tax receipt can be used at the Missouri Department of Revenue license offices when licensing your vehicle. To get a tax receipt online go to http://revenue.stlouisco.com/Collection/ppInfo/. Find your account in the lower right frame and click on the account number. In the top frame your account information will be shown for the current tax year. If your taxes have been paid then there will be a print tax receipt link at the top of the page. Click on the link and a popup window will appear showing your tax receipt, which can then be printed. To change tax years select another year in the tax year drop down button shown on the main page.

The Shaw Park Tennis Center is a public facility with courts available for play year round. During the season when the tennis shop is open, patrons must have a membership or pay daily admission fee to use the courts. The tennis shop is open Saturdays and Sundays in April, nights and weekends in May, and daily Memorial Day through Labor Day and evenings and weekends after Labor Day until the last weekend in September. Court use is free when the tennis shop is not open or closed for the season.
Sports Leagues/Athletic Programs
- Depending on availability, fields at Shaw Park are available for rent through the Recreation Assistant at 314-290-8516. The resident day rate is $20 an hour, the corporate rate is $25 an hour and the non-resident rate is $30 an hour. The resident primetime rate is $30 an hour, the corporate rate is $35 an hour and the non-resident rate is $40 an hour. The Camp/Tournament rate is $35 an hour. Additional fees will be charged if field preparation is needed; such as dragging and lining a baseball/softball field.
Shaw Park Fields Shaw Park has 4 lighted softball diamonds and one full size soccer field.
Fields are available seasonally, Clayton Parks & Recreation and Clayton High School have priority usage. Field space is very limited. For field reservations information see our website. For adult league and youth league information see our website.
Shaw Park fields are numbered below. Fields 1, 2, 5 and 6 have lights. Field 7 is part of Clayton High School and is not available for rent through Clayton Parks and recreation.
- The City of Clayton offers an Indoor Coed Volleyball league from January through March. Women’s Micro Soccer is offered late April through July; Women’s Full Field Soccer league September through November. Both Coed & Men’s softball leagues are offered through the City of Clayton from late April through July and from September through October. Adult basketball leagues are run through Sports Monster and more information can be found at www.sportsmonster.net.

Traffic Accidents
Requests for police reports may be directed to the Clayton Police Department Records Division at Clayton Police Department, Attn: Records Division, 10 S. Brentwood Blvd., Clayton, Mo. 63105. Requests must be in writing over the signature of the person requesting the report. The request should denote the reason for the release and contain the report number or date and time of the incident. Please allow at least two weeks from the time of the incident until a report has final approval from all supervision review.
Police report information is governed by Missouri Sunshine Law under Chapter 610. While most information is considered public knowledge, limits may apply in certain circumstances. Most auto accidents, sick cases, accidental injuries can be released with no restrictions. The amount and type of information released may be restricted in cases involving a criminal incident, for example, if an arrest was made, prosecution or judicial action is pending, or further police investigation is being conducted in the matter. The requesting individual should contact the Records Division at 314-290-8403 for the status of a report and the release availability before making a written request.
There is a fee of $5.00 per report unless additional extensive preparation is required. Auto accident reports authorized for public release can also be purchased on line at www.buycrash.com. The cost of the report is $3.00 and there is also an $8.00 company processing fee.Any associated photos and videos can only be released with prior authorization from the Records Division. There is a $10.00 fee to have photos and or videos copied to a CD. Payments should be made to the Clayton Police Department by check and should be included with the written request.

Methods of payment for traffic tickets are as follows:
- In Person: Payments made in person may be made with cash, check, MasterCard or Visa at the Heritage Building, 10 S. Brentwood Avenue, Clayton between the hours of 8:00 a.m. and 5:00 p.m. with the exception of court days when payments are accepted 8:00 a.m.-4:00 p.m.
- On Line: Payments are accepted on line with Visa, MasterCard or Discover at www.ipaycourt.com/clayton
- Mail: Checks and money orders only will be accepted by mail to: Municipal Court, 10 S. Brentwood Avenue, Clayton, MO 63105. DO NOT MAIL CASH.

No work is allowed on Saturdays, Sundays, evenings or holidays without an Emergency/Evening/Weekend Work Permit Applications, which may be obtained by calling 314-290-8540 or printed from the City’s website. Owners or occupants of residential properties may perform work on their own property on Saturdays and holidays from 7:00 AM to 6:00 PM.
