Clayton offers a discount on the hourly parking rate to residents when using the PassportParking Mobile Pay App. Residents must apply and be approved for a permit through the City's permit website. A paper application can also be requested by calling 314-290-8441. Proof of residency is required to receive the reduced parking rate. The reduced parking rate will not be activated until your parking discount application has been approved. The discount is based on the vehicle license plate number submitted on the application and the license plate number must be entered into the app to receive the discount. 

Proof of residency can be a current driver's license or state ID plus any one of the following items below, which show the requester's current Clayton address:

• Current utility, cable or telephone bill
• Property rental agreement
• Property sales agreement
• Real or personal property tax receipt
