Strategic Economic Development Plan 2020
On January 14, 2020, the Board of Aldermen approved the proposed strategic economic development plan. The plan will act as a guide to help the city foster growth. The Strategic Plan emphasizes the process of economic development; that is, it strives to encompass all areas of life and work in the City for a more comprehensive approach to the planning process.

Downtown Master Plan
On November 23, 2010, the Board of Aldermen adopted the proposed updates to the Downtown Clayton Master Plan. Consultants Sasaki Associates, Inc. in association with Economics Research Associates/AECOM proposed the updates and revisions in conjunction with an action plan for Downtown Clayton resulting from a retail and marketing study.
The plan adoption followed a comprehensive year-long process of problem identification, establishment of priorities, information gathering, data analysis and plan preparation and review. Key events during the planning process included public input sessions, meetings and hearings, and presentations to the Plan Commission, Economic Development Advisory Committee and Board of Aldermen.

Downtown Housing Study
On March 3, 2015, the Downtown Clayton Housing Study was completed. The Study is the work of Development Initiatives. Development Initiatives was retained by the City of Clayton to conduct a residential demand analysis for downtown and surrounding areas of Clayton, Missouri. The intent of this report is to assist the community of Clayton in its effort to grow its downtown residential market by analyzing possible demand for multi-family housing in the near future.

Parking Study
On December 15, 2015 the Clayton Mayor and Board of Aldermen hired Walker Parking Consultants to compete a parking study for downtown Clayton. The consultant began by completing a comprehensive inventory of existing parking, as well as an assessment of future parking needs. They also conducted interviews and group meetings to help define the challenges for downtown parking users such as office tenants, businesses, retailers, resident and visitors.
This parking study aims to provide a comprehensive and accurate view of parking activity and issues in downtown Clayton. This report focuses on accommodating future downtown growth and parking in a sustainable and fiscally responsible manner.
