Roles and Duties

On January 11, 1994, the Board of Aldermen passed Ordinance No. 5028, amending Chapter 19 of the Code of Ordinances, enacting a defined benefit pension plan for Uniformed Police and Fire employees.

The purpose of the City of Clayton's Uniformed Employees Pension Plan is to provide retirement income benefits to assist eligible employees in attaining retirement security.

The Plan is administered by a Board of Trustees which contains seven members comprised of the Mayor, two members of the Board of Aldermen chosen by the Board of Aldermen, one citizen of the City, outside of the City administration, to be appointed by the Mayor with approval of the Board of Aldermen, one member of the Police Department, one member of the Fire Department, and one additional member of either the Fire or Police Department who are elected by the majority vote of the employees of their respective departments.

Members of the Board of Trustees serve for a term of two years. The Board of Trustees elects from its membership a President by a majority vote of its members, and a secretary, who may, but need not be, one of its members. The Director of Finance is the Treasurer of the Board of Trustees.

The duties and responsibilities of the Board of Trustees are governed by the Pension Plan document. The Board of Aldermen appoint an Administrator with respect to the benefits, who may be a single individual or may consist of a committee of three or more persons. The Administrator also may serve as a Trustee if designated by the Board of Aldermen. The Plan is administered on behalf of the City by its Administrator. The powers and duties with respect to the Administrator and the Trustee may be found in a copy of the Plan. Any changes or alterations to the Plan document itself require an action of the Board of Aldermen.

The staff liaison is the Director of Finance, whose office maintains the Board's files. The Administrative Secretary to the Chief of Police performs clerical duties as needed.
