Overview

On May 25, 2010, the Board of Aldermen passed Ordinance No. 6105 establishing the Public Art Advisory Committee. The Mayor and Board of Aldermen appointed three standing members. Two alternate members, selected by the Public Art Advisory Committee, will serve at the request of the committee chair at meetings in the absence or disqualification of one or more standing members. All members and alternate members are to be residents and registered voters of the City of Clayton. Members and alternates will be art professionals or have extensive background in or familiarity with the field of art and will serve terms of three years.

The committee will advise the Mayor, Board of Aldermen and Plan Commission/Architectural Review Board on various considerations regarding public artwork for city and private developments, Planned Unit Developments or Special Development Districts. 

Ordinance No. 6105 repealed Ordinance No. 5338 that in June 1997 established the Clayton Art Commission, a committee that assisted the city in acquiring public art and promoting and enhancing the city’s collection of public artwork.

NOTICE OF PUBLIC HEARING

Public notice is hereby given that the City of Clayton, Missouri (the “City”) will hold a public hearing at 7:00 p.m. on August 27, 2019, at the City Hall, 10 North Bemiston Avenue, Clayton, Missouri, regarding the proposed issuance by the City of its special obligation bonds in a principal amount of not to exceed $15,000,000 (the “Bonds”) to finance and refinance the costs of certain capital expenditures benefitting the City, including (1) an amount not to exceed $6,000,000 for the construction, renovation, furnishing and equipping of The Center of Clayton Community Recreation Center, which will be owned by the City and the Clayton School District and located at 50 Gay Avenue, Clayton, Missouri (the “Project”), and (2) an amount not to exceed $9,000,000 for the refunding of the City’s Taxable Build America (Direct-Pay) Special Obligation Bonds, Series 2009B, the proceeds of which were used for the construction, renovation, furnishing and equipping of facilities for the Clayton Police Department, which are owned by the City and located at 10 South Brentwood Boulevard, Clayton, Missouri (the “Refinanced Project”). 

 

The hearing will be open to the public. All interested persons may attend the hearing and will have an opportunity to express their views with respect to the Project, the Refinanced Project and the issuance of Bonds to pay the costs thereof.  Written comments with respect to the Project and the Refinanced Project may also be submitted to the undersigned prior to the hearing. Additional information regarding the proposed Project, the Refinanced Project and the issuance of the Bonds may be obtained in advance of the hearing from the undersigned.
